Christine Karavites is Selected ATHENA Award Recepient
The Metro South Chamber of Commerce and Bay State Gas
were pleased to name Christine Karavites from the
University of Massachusetts Donahue Institute the 2002
Metro South ATHENA Award recipient. The ATHENA Award
was presented to Karavites at the Chamber's Good
Morning Metro South event on June 19.
Karavites is currently a Senior Consultant with
the University of Massachusetts Office of the
President, Donahue Institute. She has held key
leadership positions for the Commonwealth of
Massachusetts for the past twenty years including the
Massachusetts Department of Employment and Training,
the Brockton REB and Stonehill College. Karavites led
the team that designed and
started- up the University's presence in the Metro
South region with the One Stop Career Center in
Brockton. Her continued collaboration with the Metro
South Chamber of Commerce and the Brockton Area
Workforce Investment Board provides services to area
employers and community partners.
The ATHENA Award is presented to an exceptional
individual who has achieved excellence in their
business or profession, has served the community in a
meaningful way, and has assisted women in reaching
their full leadership potential.
The Metro South Chamber of Commerce believes in the
values underlying the ATHENA Foundation's philosophy
of incorporating the talents and expertise of women
into the leadership of our businesses, our
communities, and our government.
The spirit of the ATHENA Program is captured in a
quotation from Plato, 'What is honored in a country
will be cultivated there.' By honoring exceptional
leaders, others will be encouraged to excel.
The event sponsored by Bay State Gas Company, also
featured guest speakers, Vicki Donlan, publisher and
founder of Women's Business Boston and Women's
Business New York and Marylou Sandry, founder of
Marylou's Coffee. Both women spoke about the rise of
their businesses and their current day success.

10-year terms as corporators of Bridgewater Savings
at the Bank's130th annual meeting recently. They are

Center's annual Country Fair & Safety Saturday this

Brockton Credit Union has hired Dorine Boyd of
Mansfield, as a regional manager. Her
responsibilities
will include the origination of mortgage loans. She
is
agraduate of Bridgewater State College and a native
of
Brockton. Boyd was a past member and president of t
he Mansfield Woods Condo Association.
Brockton Credit Union is the largest community-based

Jazz Up Your Summer!
The city of Brockton is proud to present the fifth
annual Metro South Jazz Festival on Saturday, July 27
at the Campanelli Stadium in Brockton. The show
starts at 3p.m. and will wind down in the early
evening. Featured musicians are the world famous
Count Basie Orchastra directed by Grover Mitchell,
featuring Butch Miles. Also appearing are the Yellow
Jackets and Rebecca Parris.
The Count Basie Orchastra is made up of nineteen
jazz pros, all veterans of the world-famous Counte
Basie Orchastra. Their big band sounds will give
those in attendance a night that they will never
forget.
The Yellow Jackets were invited back to the festival
after their over whelmingly popular appearance in
2001. Their brand of contemporary jazz earned The
Yellow Jackets several Grammies over the past few
years. Rebecca Parris is widely known and loved in
the Boston area and her smooth jazz stylings are
earning her a nationwide reputation as one of the
finest singers in jazz today.

choose their seat in the grandstand or venture out

TIF's Benefit Brockton

Brockton has worked diligently under the leadership of
Mayor Yunits and the City Council to establish a
pro-business climate in the city. One of the most
effective ways that Brockton has offered support to
business is Brockton's tax incentive program, which
offers businesses local and state tax incentives to
expand their business in Brockton and create at least
one new job. The City incentive is called Tax
Increment Financing (TIF). Thus far, the City has
worked with 33 businesses to become certified projects
and receive local and state tax incentives. Since the
City's first certified project in 1996, the tax
incentive program has encouraged businesses to invest
a total of $71,557,000 in real estate improvements.
In addition, the projected total number of jobs over
the life of these businesses TIF agreements is 2,112.
This amount is based on job creation and retention
projections made by the businesses applying for the
tax incentive.
Until the 1980's, much of economic development
incentive legislation was driven by the theory that
tax incentives induced job creation by private
employers. However, factors such as local, regional,
national and international market conditions, as well
as the quality of management and the workforce all
affect job creation. Economic developers and
legislators, through legislation, began to the The
new theory focused on investment in plant and
equipment as being fundamental to economic growth and
providing the greatest promise for job creation. In
creating the EDIP/TIF program, Massachusetts economic
development practitioners focused on investment,
something that could be measured and valued, rather
than projected job creation, which fluctuates as a
result of economic conditions and market trends.
The TIF program
incrementally improves the City's
tax base while allowing a local
business the time and resources
togrow steadily. Under this
incentive, businesses continue to
pay existing real estate taxes on
property. However, as the new
investment increases the property's
assessed value the additional taxes
generated are phased in over the
term of the argreement. The City's
incentives are geared towards
new development that would not haved occured without
the incentive. The City gains and/or retains
well-developed business and realizes sustainable
investment. The TIF allows the City and businesses to
grow stronger incrementally to provide steady revenue
increases to the community through property taxes.

Regional Business After Hours at CMGI Field
On Wednesday, August 28, the New England Revolution
will host the Ultimate Business After Hours at CMGI
Field in Foxboro, MA. This event will take place in
the Fidelity Investments Clubhouse overlooking the
field prior to the Revolution home game. Chambers of
Commerce from all over New England will be invited to
participate in this unique event.

On Thursday, July 25, 2002 the Metro South Chamber of
Commerce will celebrate Metro South's new home team,
The Brockton Rox at Campanelli Stadium in Brockton.
The event features a special "fun pack" for you,

while experiencing the newest baseball stadium and
team in America. The Rox will be playing the New

New In Brockton
The new Campanelli park opened on May 31, 2002 with a
sell-out crowd. Brockton is home to the newest
independent northern league baseball team the ROX.
There's also a regional conference center anticipated
to open this fall.
The stadium has the capacity to hold
almost 5,000 fans and the conference
center will hold 1,000 people.
The new Walkover Commons
has been developed by Beacon
Companies into 80 luxury aparments.
These spacious apartments are
inspired by the Walkover Club,
a historic Brockton landmark that once served as a
social gathering place for employees of the George E.
Keith Company. The Walkover Commons are located on
Perkins Avenue in Brockton.
Local Interns Gain Work Experience at Chamber
Sheretta Knight, Wilson Jamssens and Maura McLaughlin
are currently completing internships at the Metro
South Chamber of Commerce. Knight, a recent graduate
of Brockton High School will be attending Bridgewater
State College in the fall majoring in Computer
Science. Jamessens will be a junior at Brockton High
School in the fall. McLaughlin is completing her last
semester at Bridgewater State College and will
graduate with a degree in Communication Studies in
January. The interns have helped the Chamber with
networking, relating to the public, membership and
general office administration.

opportunitites for students each year. For more

Business Leaders at State House to Benefit Metro South
On June 5, 2002 business leaders throughout the
Commonwealth joined
in Boston for the Annual Chamber State House Day.
The Metro South Chamber of Commerce as well as other
chamber's from across Massachusetts took the
opportunity to meet legislative and policy leaders.
The keynote speaker was StateTreasurer Shannon
O'Brien. Over 100 people were in attendance to hear
the Treasurer speak about issues facing the
Commonwealth of Massachusetts. Other featured
speakers were Representative Joseph Sullivan and House
Speaker Thomas Finneran.
The Chamber's leadership met with Senate Ways and
Means Chair Mark Montigny to discuss funding issues
important to Metro South businesses.

Lean Manufacturing Seminar
Thursday, August 22
The Metro South Chamber of Commerce will hold a
seminar on lean manufacturing on Thursday, August 22
from 8:00 a.m. to 10:30 a.m at the Chamber. This
program, which costs $20 for members and $35 for
non-members, will teach businesses how to standardize
work and organize the workplace, use visual controls
and apply point of use storage to reduce inventory
levels, apply quality at the source as an alternative
to final inspection, and find and eliminate waste.
There will be hands- on simulation using traditional
manufacturing principals followed by a simulation
using lean manufacturing principles.
For companies that attend the seminar, there will be
a free Lean Assessment of your business practices.
This assessment will include four hours of consulting
time during which your company will be assessed and
compared against standard lean processes and
practices. A follow up report will be provided along
with a discussion on how lean principles can be
applied to your operation. There will also be a
complementary breakfast. This seminar will be
beneficial to all types of businesses. For more
