Congressional Debate and Reception - Oct. 11
Special Election for the 9th Congressional District is
Tuesday, October 16

This year's reception is sponsored by New England

conduct a Debate of the final candidates vying to
succeed J. Joseph Moakley in the 9th Congressional
district. The debate will be conducted at the nearby
AT&T Broadband Studio located in the Easton Industrial
Park. The debate will have no studio audience but
will be broadcast live to the Reception and the towns
of Easton and Stoughton. Tapes of the debate will be

The physicians of Women's Health Affiliates, a
physician group practice associated with Brockton
Hospital, are pleased to announce the recent addition
of Brooke Bloom, M.D., to its practice. Dr. Bloom
earned her medical degree at Tuft's University School
of Medicine in Boston. She completed a residency in
obstetrics/ gynecology at the University Hospitals of
Cleveland/ MacDonald Women's Hospital/Case Western
Reserve University in Cleveland, Ohio. Additionally,
Dr. Bloom holds a bachelor of science degree from
Cornell University in Ithaca, New York and has
extensive research and teaching experience.
New England Sinai Hospital and Rehabilitation Center
has named Susan M. Marre, RHIA, as director of medical
records. Susan brings extensive experience in health
information management to her new position. She holds
an associate of science degree from the University of
New Haven and graduated with high honors from
Northeastern University with a bachelor of science
degree in health record administration. During her
healthcare career she has served as a medical records
consultant for Goddard Brockton Kidney Center and
Gambro Health Systems in Boston, and most recently
served as director of health information management at
Brockton Hospital.
On Thursday, November 1, from 9:00 a.m. to 12:00 noon,
the Brockton Partnership for Employment Opportunities
will host a free recovery workshop at the Brockton VA
Medical Center, Building 22. LeRoy Spaniol, Ph.D., of
the Boston University Center for Psychiatric

Treasurer Shannon O'Brien will host a free all-day
financial conference for women on Saturday, October

Conference for Women focuses on money management

help participants design and implement a personal

Caritas Good Samaritan Medical Center recently elected
Robert Dimatteo, Sr.; Ronald Grant; John Learnard; and
Richard McArdle, M.D., to serve on its board of
trustees. Mr. Dimatteo has owned and operated Bob's
Food Mart/ Discount Liquors in Stoughton with his wife
for the past 46 years and has been active in the
Stoughton community throughout this time. Mr. Grant
became president/CEO of Randolph Savings Bank in 1999.
He has been with the bank for the past 27 years,
serving as senior vice president-chief operating
officer, vice president-administration division, and
assistant vice president. Mr. Learnard, a retired
vice president of Knapp Shoes Corp., spent 42 years in
the shoe industry, beginning at the H.H. Brown Shoe
Co. in Worcester. He is chairman and co-founder of
the Brockton Shoe Museum and past president of the
Brockton Historical Society. Finally, Mr. McArdle is
a urologist practicing at Brockton Urology Clinic. He
has served as president of the medical staff at
Caritas Good Samaritan Medical Center and the former
Goddard Memorial Hospital.
On October 16, 2001, the Governor's Senior Advisor for
Education and Worker Training, Jim Peyser, will meet
with local employers at Massasoit Community College to
discuss funding for worker training programs in the
region. The meeting, co-sponsored by the Brockton
Area Workforce Investment Board and Massasoit
Community College, will focus on the recent report by
the Governor's Task Force to Reform Adult Education
and Worker Training, "Climbing the Ladder: Expanding
Opportunity Through Training." To participate in this

Through the efforts of its associates and customers,
Wal-Mart Stores, Inc. has raised, contributed, and
pledged $8.6 million in support of relief agencies and
victims' families. Wal-Mart pledged $2 million for
national relief efforts, including an immediate $1
million gift to the American Red Cross and a pledge to
provide at least an additional $1 million for other
agencies providing relief to the victims and their
families. In a joint effort called, "Together We
Stand," more than 3,200 Wal-Mart stores and SAM's
CLUBS, serving as collection points, have raised $3.3
million. The company's distribution centers and
transportation offices also are raising funds, and
Wal-Mart Stores, Inc. is matching every dollar raised
at each location up to $1,000. Customers may
contribute online at www.walmart.com and
www.samsclub.com. In addition, Wal-Mart truck drivers
have been delivering loads of freight, including
blankets, pillows, gloves, flashlights, batteries, and
medical supplies, to Salvation Army facilities
throughout New York City.
Beginning October 16, Commonwealth Corporation will
present "Doing Business in an Uncertain Market," an
eight-week business plan writing program for small
business owners. The program is designed to support
the needs of existing business owners interested in
expanding their target markets; exploring new products
or services; changing facilities; adding employees; or
seeking a business loan. The program will cover
topics such as business strategy; customer
segmentation and needs analysis; financial statements
and projections; public relations; and competition.
The course will be held on Tuesday evenings, from 6:00
to 9:00 p.m., at the Abington Savings Bank Corporate
Office in Abington. Open houses will be held at the
facility on October 2 and 9, from 5:00 to 7:00 p.m.
The program cost is $250. The registration deadline

provides free professional clothing and accessories to
low- to moderate-income individuals who are seeking

Business Research Assistance Available to Chamber
Members
Times are tough. New business is becoming difficult
to get and profit margins are becoming slimmer by the
day, but in these difficult times there is Slade's
Ferry Bank Center for Business Research at UMASS
Dartmouth that can be utilized by Chamber members for
essential, leading edge, and timely business
assistance. Fortunately, this assistance can be
obtained at only a fraction of normal market costs.
The University of Massachusetts Dartmouth, Charlton
College of Business created the Center solely to serve
private sector needs. A representative Advisory Board
guides the Centers activities. Board membership
includes James Carey, Slade's Ferry Bank; Christopher
Cooney, Metro South Chamber of Commerce; Debra Duff,
Horner Millwork; Carol Fiola, WSAR Radio; Robert
Karam, Karam Financial Group; Peter Kortright, Fall

Upon determining a client's need(s), the Center
designs an appropriate survey instrument, conducts the
survey, analyzes the data, prepares the report, and
presents the report to the client with recommendations
based upon the findings. Additionally, the Center
will consider requests for assistance in Business
Information Systems, Marketing, Management, and
Accounting & Finance at any time.

Chamber Holds Congressional Debate
On the evening of Tuesday, August 21, 2001, the seven
Democratic candidates for the 9th Congressional
District met at the John Joseph Moakley Center at
Bridgewater State College to debate the issues at a
forum sponsored by the Metro South Chamber of Commerce
and co-sponsored by The Enterprise, The Patriot
Ledger, and the Center for Legislative Studies at
Bridgewater State College.
The debate was moderated by Lou Russo, Chair of the
Metro South Chamber of Commerce and Government Affairs
Manager for AT&T Broadband. Questions for the
candidates were provided from a three-person panel
comprised of David Connolly of The Enterprise, Neil
Rothstein from The Patriot Ledger, and Dr. George
Serra from the Center for Legislative Studies at
Bridgewater State College.
Forums of this nature play an important role in the
community, helping to inform the public and
encouraging inclusion of all in the political process.
The J. Joseph Moakley Center served as a fitting
location for the debate. It is a tangible reminder of
the legacy of Congressman Moakley which the candidates
aspire to follow.
The debate will be aired via community access cable
television by many of the communities in the
congressional district.

Nascimento Completes Economic Development Institute
Roy M. Nascimento, Vice President-Public Affairs for
the Metro South Chamber of Commerce, graduated from
the University of Oklahoma's Economic Development
Institute (EDI) on August 10, 2001, at the EDI session
held in Norman, Oklahoma. EDI is a three-session
program, each one week long, which provides a broad
spectrum of advanced education for economic
development professionals. The Economic Development
Institute is accredited by the American Economic
Development Council and conducted by the College of
Continuing Education of the University of Oklahoma.
EDI classes focus on the major topic areas of
"Workforce Development," "Making Your Community a
Marketable Product," and "Current and Future
Challenges in Economic Development." Participants
take 120 hours of instruction selected from nearly 70
possible classes, workshops, and discussion groups.
Begun over 30 years ago, EDI now has over 2,400
graduates. Roy joins Chamber President Christopher
Cooney and Old Colony Planning Council Economic
Development Specialist Bruce Hughes locally as
graduates.
Roy works with the Chamber's Legislative Affairs
Committee and area legislators to coordinate and
facilitate the review of proposed legislation as it
relates to business in the Metro South region. He
acts as a liaison between the community-at-large and
business, and works with volunteers on several
community events. Roy is also responsible for
coordinating the Chamber's economic development
initiatives and managing the Metro South Business
Assistance Center, which provides small business
assistance resources to existing and start-up
businesses. He has been with the Chamber for three
years.
Swift's Chief of Staff, Forman, Visits Downtown
Brockton
Peter Forman, Governor Swift's Chief of Staff,
recently visited with members of the Downtown Brockton
Association at a meeting held at the Metro South
Chamber of Commerce.
Forman served as a state representative for 14 years,
including four as House minority leader. In 1995, he
was appointed by former Governor Bill Weld as Sheriff
of Plymouth County. In 1999, at the request of former
Governor Paul Cellucci, he stepped down from that
office to serve as the Governor's Undersecretary of
Administration and Finance.
Bay Copy Donates Copier to American Red Cross
Bay Copy, of Rockland, recently donated a copier to
the American Red Cross SE Massachusetts Chapter in
Brockton.
The American Red Cross contacted the Chamber shortly
after the September 11 attack. Due to heavy use, the
copier failed and was preventing the staff from
operating efficiently.
Bay Copy responded immediately to the Chamber's
request for assistance. We thank Bay Copy and all the
local companies who have contributed in the wake of
the September 11 attack.
It's Good Business to Support our Military Reservists
Employer Rights and Obligations Concerning Military
Leave
In light of the recent national tragedy, and our
Country's expected military response, many employers
are reviewing their leave policies and reacquainting
themselves with the legal obligations surrounding
employee requests for military leave. This update
will touch upon the most important considerations
involved in dealing with employee requests for
military leave.
Under the Uniformed Services Employment and
Reemployment Rights Act of 1994 (USERRA), employers
must grant employees leave for military service. In
general, USERRA provides employees who take leave for
military service with reemployment rights, provided
that: advance notice is given; the cumulative total of
the leave taken during the employment relationship
does not exceed five years; and. at the conclusion of
service, the employee either reports for duty or
submits an application for reemployment.
Under USERRA, leave may be taken for voluntary or
involuntary duty including: active duty and active
duty for training; initial active duty for training;
inactive duty training; full-time National Guard duty;
and absence from work for an examination to determine
a person's fitness for any type of duty.
An employee who has completed military service and
has been honorably discharged must be reemployed in
the position the employee would have held if
continuously employed. Persons who take leave and
return are entitled to the same seniority and benefits
they had on the date the leave commenced. Employees
on military leave are considered to be on furlough or
leave of absence, and are entitled to all rights and
benefits that are provided by the employer to
employees on this status.
Most of the rights and issues surrounding military
leave arise when the active duty service is concluded
and employees look to return to their former jobs.
Employers should review their policies now to assure
that they comply with the current statutory
requirements and are a ready reference for managers
confronted with requests for reinstatement.

Annual Meeting and Business-to-Business Expo
November 14th
The Metro South Chamber of Commerce will hold its
88th Annual Meeting on Wednesday, November 14, 2001,
from 12:00 noon to 1:45 p.m., at the Ridder Country
Club, Rte. 14, Whitman. As part of its Annual
Meeting, the Chamber will host a Business-to-Business
Expo from 10:30 a.m. to 3:30 p.m.

Meeting is Carol Ann Small. Founder of Something
Unique Productions, Carol Ann offers a unique
perspective on the benefits of laughter and finding
humor in the workplace and everyday life.
Carol Ann is a motivational humorist and humor
consultant who imparts wisdom with a twist of
real-life comedy. Carol Ann's customized humor
presentations have entertained corporations,
associations, and the general public for more than a
decade.
She received her Bachelor's degree in Speech
Communications and Performing Arts from Emerson
College. She is a member of the National Speaker's

Plaza Pharmacy + SCORE = Success
In July 1997, Dotun Diyaolu made his initial visit to
SCORE for counseling. In April 1998, he opened Plaza
Pharmacy in downtown Brockton.
Dotun emigrated from Nigeria in 1977 and attended
Massachusetts Hospital School to become a pharmacist.
With a bachelor's and master's in the field, he knows
his job well. However, he did not know the business
side of it. Dotun then turned to the Brockton chapter
of SCORE. SCORE counselled Dotun, helped him with his
business plan, and turned his dream into a reality.
Dotun took many risks in opening a pharmacy in
downtown Brockton, an area in need of revitalization.
It should be noted this is the first pharmacy to do
business on Main Street since 1989. In a time when
there is so much competition from the national drug
companies, Dotun became innovative by offering a host
of other services in a clinic-style format. The
pharmacy now provides pharmacotherapeutic services,
blood pressure screening, and home health care
services.
Today, Dotun employs 15 nurses, pharmacists, and
pharmacist technicians. He recently has instituted a
health benefits program and 401K for his employees
working over 20 hours a week. Plaza Pharmacy remains
profitable and in the year 2000 achieved sales of $1.8
million.
SCORE - the acronym for Service Corps of Retired
Executives - is a national, non-profit association
with 11,500 volunteer members and 389 chapters
throughout the United States. Since 1964, the
organization has helped more than 4.5 million clients.

Business-to-Business Expo is a great opportunity to
reach over three hundred business people from
throughout the Metro South region. Designed to be a

Ambassador of the Quarter
The Metro South Chamber has named Frank Gillooly its
Ambassador of the Quarter. Frank is a sales
representative for Capital Auto Sales, a division of
Capital Lease Group, LTD., located on Manley Street in
Brockton. Frank services the motoring public in
resale of executive vehicles along with catering to
business needs in auto and equipment leasing.
Frank has been an active member of the Metro South
Chamber since 1998. He enjoys his involvement and
anticipates meeting new members to let them know just
how the Chamber can help them grow their business with
the many programs it offers. He also makes them aware
of the positive changes in Brockton and the Metro
South region.
In addition, Frank is retired from the Army, husband
to Carol, father of three daughters, and grandfather
to six grandchildren. He is past president of Success
Express Leads Group in Canton and remains very active
with this group.
The Ambassador of the Quarter program highlights and
rewards Ambassadors who go above and beyond in their
duties as a member of the Ambassador Team. Each
quarter, an outstanding Ambassador will be featured in
the Action Report newsletter.
The Ambassador Team meets on a monthly basis to serve
fellow members by providing information, resources,
and member-to-member support, increasing awareness and
promoting active participation in Chamber programs and

Workforce Training Funds Flow to Metro South
Businesses
On Thursday, September 13, Governor Jane Swift,
along with her cabinet and agency heads, attended a
series of public events in the Metro South region. As
part of this "Cabinet Day," the Metro South Chamber,
in partnership with the University of Massachusetts
Donahue Institute and the Brockton Area Workforce
Investment Board, hosted a special reception at
Stonehill College for local companies that were
recently awarded a Workforce Training Fund grant from
the Massachusetts Division of Employment and Training
(DET).
Jack King, director, DET, was our special guest and
presented several companies with checks from the
Workforce Training Fund grant program. Local
organizations that received training grants included
VERC, Inc., Glynn Electronics, President Titanium,
Brockton Area Multi-Services, and the Brockton Area
Workforce Investment Board (BAWIB). Director King
also announced a new grant program called the
Workforce Training Fund Express. Workforce Training
Fund Express is a pilot program designed for small
employers to provide training for employees. The
program, in which applicants can receive up to $15,000
for training, utilizes existing training courses where
a pricing structure already exists. For more

CareerWorks Offers Free Workshops to Job Seekers
UMASS Donahue Institute/ CareerWorks, located at 157
Centre Street in Brockton, is constantly evolving to
meet the needs of its members in a changing economy
climate. To this end, CareerWorks is offering a
number of workshops that cater to job seekers
victimized by the current economic downturn.
Newer workshops available at CareerWorks include Goal
Setting, Coping With Job Loss, and Overcoming Age
Barriers. These, along with other workshops like
Career Exploration, Interviewing for Success,
Networking, Salary Negotiation - Know Your Worth, and
Labor Market Trends for the New Millennium, will give
job seekers an edge in finding the right job.
Goal Setting is a workshop that helps people identify
and develop effective life/work goals that are
specific and concrete. The workshop encourages people
to identify obstacles that may block their progress to
reaching their goals.
Coping With Job Loss is particularly timely in this
economic environment. This workshop covers a variety
of topics, including coping with the impact of a
layoff, the challenges of a job search, and the basics
to putting together an effective job search. This
workshop is designed to increase a person's motivation
confidence, and reenergize the job search process.
Overcoming Age Barriers is a workshop designed to
prepare people to overcome or minimize any biased
attitudes based on age they encounter in the
workforce. This workshop also includes information on
a person's legal rights should they encounter age
discrimination.
CareerWorks is located at 157 Centre Street in

Additionally, a domestic violence survivor will share
her story as it relates to the work environment.

"Although Elizabeth Starr is a new member of the
Chamber this year, some of you might be familiar with
her work with the Brockton Symphony Orchestra, the
Children's Museum in Easton, and the Mayor's Task
Force on Health and Human Services. Starr brings her
great energy and creativity to the development of
audio advertising programs and promotions," says

What is a voice-over? A "voice-over" is the voice you
hear "over" the background music playing on the radio
or television ad, website, or a narration, such as
those on the books on tape. The voice can be in
"song" or "talk," fun or serious, English accent,
Southern accent, or just plain olí informative!
Disney made its mark with voice-overs. Who could
forget that squeaky-innocent voice of Mickey Mouse
that propelled him to life, after reels of silent
films? Basically, if you want to be remembered or
leave an impression, in the world of advertising, use
a voice-over. It's amazing how important our
"auditory" cues are to all of us. The auditory sense
is a key component to our recall. How you hear a
message and how that message is said is reflected onto
your feeling about whatever you are promoting. That's
what makes the voice-over such a powerful component of
any advertising package. It is Elizabeth's goal to
make that a memorable auditory recall moment for your
customers.
How is the voice-over produced? The recording of the
voice-over usually takes place at a radio station or a
recording studio. The copy can be written by the
company owner, an advertising agency, studio
producer/production manager, whoever. Elizabeth
enjoys writing the copy with the company
representative since it allows her a certain
familiarity with that product or service which can be
brought out in the voice-over.
How does the customer know what "voice" they want?
Elizabeth has a demo tape with a wide variety of a
samples. Although her repertoire is not limited to
those samples, it gives the client a good idea of what
they want or donít want. Listening to "voices" on the
radio or television is another good way of finding one
you want. Elizabeth can work with you to reproduce
that style of voice artistry.
What markets do you serve? All markets. There are no
boundaries!
What is your main business objective concerning your
customers and the business community? Elizabeth's
main objective is to enjoy working together with the
client to help them create their most meaningful and
